I work in civil engineering. When tenders are put out, and subsequently awarded, things do tend to get built. So, you are wrong saying it is just a pipe dream. Yes, it's taken a very long time to get where we are. And yes, we very nearly went bust. But I can definitely see light at the end of the tunnel. Surely you can see the light as well?
