I think that SPMP are knowledgeable enough to know how things will progress, (schedule a bit later than predicted). So I don't see full production until summer 2019.
There are many reasons for this, and a couple of them are
Emissions, and any toxins disposal.
They, and the Omani team, need to be assured that everything is working as per the agreement.
These are very big issues, as these are the main reasons why the Chinese productions have been reduced. If course they (the Chinese) have many other issues, one being certification of authenticity.
SPMP will need to make sure these, and many other issues within agreement are correct and functional, so will want to "Ramp Up" at a slow pace.
