You're right in part...... a banned poster can reappear straight away as the system can't identify a banned ID, but generally they don't last long as Admin do catch up with them most of the time !!
I have had a stalker on the TSTR Board for years, and he has reappeared I would guess now about 50 times if not more.
As soon as he reappears I report them. Then admin check them out and do the necessary.
Clever banned posters can reappear on a Friday evening so they can post over the weekend, although I think Admin are now getting to grips with that as well

Opening another account is easy as your ID is not checked at that stage, it's only after you've posted do they tend to take action

Then there's the small issue of a bloody great hedge that's about ten foot high and about 200 foot long...... and about ten foot deep ..... phew, I maybe able to cut a bit of it, but I won't be able to tackle it all as it needs a chainsaw in places........ to get it all down to circa six foot high
