Any concessions by Europe to Africa or anyone along the Silk Route are because of this there is no benevolence on the part of the EU. On a positive note the sea routes around North Africa should eliminate many of the inflatables by offering a scheduled service into Europe for economic migrants lol.
China's investments in deep water ports along the route however do have a military significance as they are effectively leased for hundreds of years and it comes as no surprise that China are making significant investments in their naval fleet in tandem.
