The gamble is will California become so desperate they allow oil development. With no pipelines connecting them to the rest of the country and seaborne imports curtailed I would guess probably.
So the tired old f*rts (directors) want to continue drawing inflated salaries and be given free reign to raise funds to support said salaries....hmmm.
