Furthermore, it has become clear that some of the press in Slovenia are using material from twitter and LSE to write their news articles, that material being used to add SENSATIONALISM to the same given whatever POLITICAL BIAS they may have!...
Many men and women do jobs where their personal views may on occasions conflict with their professional judgment based around policies and associated legislation to support them!... However, employed to do a job they are and to act professionally and not personally!?....;-)

Geoenergo submitted to the ARSO a concession contract, an agreement on the transfer of the mining right and a decision, as stated in paragraph 3 of the introductory explanation. On the basis of the above, it can be inferred that the right was granted to the operator for the exploitation of mineral resources. The field of research, exploitation and management of mineral resources belongs to the Ministry of Infrastructure, which carries out various administrative, professional, coordinative and supervisory tasks in this field.
3. Question: Should, following the acquisition of environmental permits, Geoenergo, prior to the construction of the refinery and before carrying out the hydraulic fracturing of sandstone in Petišovci, should a mining project be developed? If not, why not? If yes, in what time limit?
In the second paragraph of the explanation, it is stated that the mining project is a compulsory element of the request for the implementation of the preliminary procedure and is not related to the environmental permit.

ARSO for the company Geoenergo d.o.o. leads t. i. preliminary procedure in which it determines whether, based on the prescribed criteria for the intended intervention, an environmental impact assessment must be carried out and an environmental consent must be obtained. In this procedure, it is not established whether the party has a mining right.
In accordance with paragraph 3 of Article 7 of the Decree on Environmental Interventions for which an Environmental Impact Assessment (OG of Slovenia, Nos. 51/14 and 57/15) has to be carried out, the mandatory component of the requirement for the preliminary mining procedure project. Since the party did not submit it, the request was no. 35405-195 / 2017-2 of 11 January 2018, is called upon to complete the application.
The client provided the following documents at the invitation:
- Concession contract no. 354-14-236 / 01 between the Republic of Slovenia and Nafta Lendava
d.o.o., Rudarska cesta 1, 9220 Lendava, 15.5.2002;
- Contract for the transfer of the mining right and concession contract no. 354-14-48 / 20021 med
Republic of Slovenia and Nafta Lendava doo, Rudarska cesta 1, 9220 Lendava and
Geoenergo doo, Rudarska cesta 1, 9220 Lendava, on 28 November 2002;
- Decision no. 09-3 / 42-1960 of 18.5.1960 issued by the Secretariat of the Executive Council for
industry and crafts, Mining Authority.
At the re-call of ARSO no. 35405-195 / 2017-4 of 12 February 2018 to submit a mining project, the client submitted the Elaborat - Technical part of the mining project to obtain a concession for the exploitation of mineral resources, oil and natural gas, in the area of ??acquisition area in the Murska depression area, 01/2018, March 2018 with annexes - the content of which was taken into consideration by ARSO in the further procedure.
The ARSO also runs the procedure for acquiring an Environmental Protection License (OVD) for the operation of the plant, which may cause large scale environmental pollution in the recycling process - Gas Refineries, at the request of PETROL GEO, hydrocarbon production d.o.o.
The content of an application for the acquisition of an OVD for the operation of a plant that may cause pollution of a larger scale is defined in Article 70 paragraph 2 of the Environmental Protection Act (Official Gazette of the Republic of Slovenia, No. 39/06-ZVO-1-UPB1, 49/06 -ZMetD, 66/06-OdIUS, 33/07-ZPNacrt, 57/08-ZFO-1A, 70/08, 108/09, 48/12, 57/12, 92/13, 56/15, 102/15 , 30/16, 61/17-GZ and 21/18-ZNOrg), while more detailed content is provided by Article 22 of the Decree on the type of activities and devices that may cause pollution of a large scale (Official Gazette of the Republic of Slovenia, No. 57/15) . It is apparent from Article 22 of the cited regulation that the client does not need to submit a mining project to the application and is therefore not the subject of an environmental permit procedure.

Member of the National Assembly of the Republic of Slovenia Nataša Sukic addressed to the Minister of the Environment and Spatial Planning issues related to the concession for the extraction of natural gas and the use of hydraulic fracturing in Petišovci.
In his letter, the MP said that there are two procedures in the Environment Agency of the Republic of Slovenia (EARS) in connection with the authorization of natural gas extraction using the controversial method of hydraulic fracturing. t.i. fracking to Geoenergo and its partners.
The deputy also states that internal control of the ARSO showed a number of irregularities during the course of the procedures and that the Director of the ARSO resigned. Despite the public pressure, i.e. investors to the Minister of the Environment and Spatial Planning for the purpose of ordering internal control, the two procedures proceed further. It points out that neither the Ministry of Infrastructure nor the Geological Survey of Slovenia has a decision from the 1950s, which granted a concession for the pumping of natural gas in Petišovci.
It also highlights issues related to the use, in its view, of the controversial methods of hydraulic fracturing and natural gas refineries that may lead to pollution of the larger scale and the responsibility for taking over the costs of remedying such environmental damage.

So let’s see what pans out over the next few weeks/months based on the below Field Development Plan as outlined in previous RNS’s:-
Field development plan:-
The Project has only begun to realise the potential from wells Pg-10 and Pg-11A and the field itself which has P50 net attributable reserves of 88 BCF and a further best estimate net attributable resources of 76 BCF. The net present value of the entire resource is valued by management and has also been assessed by independent third parties to be a significant multiple of the Company’s current market capitalisation.
In the short term and independent of permitting, subject to funding, the Company could seek to increase current production through a workover of Pg-11A to isolate and seal off the source of formation water and by the installation of
compression equipment to prolong the life of Pg-10.
Once the relevant permits are received the Partners plan to re-enter and re-stimulate both existing wells which, based on expert analysis, will significantly boost the long-term productivity of the wells.
The next phase of the development plan is to re-enter and bring into production all suitable existing wells. We estimate that up to seven of the existing Pg. wells and well D14 are suitable candidates and we have begun the process required to re-enter these.
As part of the process, we plan to conventionally perforate and produce from a number of these wells; this will provide data on the pre-stimulation performance of the reservoirs, while at the same time generating revenue for the joint venture.
While the focus of the development plan is to produce the significant quantities of gas in the Pg. reservoirs, the Company has undertaken further studies of the Pontian Upper Miocene (‘Pt’) reservoirs where around 6 MMbls of oil has been produced in the past. These studies have identified untapped potential in these reservoirs which could be recovered through additional drilling and enhanced recovery techniques.
In addition to the above the Company is currently assessing the feasibility of drilling deeper than the already discovered gas resources with the aim of discovering further hydrocarbon accumulations.
The estimated reserves and resources of the Petišovci field are very significant in the context of Slovenia’s national annual natural gas consumption while the country currently imports a large majority of its natural gas requirement. The Company is committed to ensuring that the natural resources contained within Slovenia can be extracted to the benefit of the Slovenian economy and the Slovenian people.
