no, because although they "know" they are targeting the gas in the TAGI which they can see from Seismic. they wont actually know there is gas until they drill into it and its circulated to the surface. At which point it'll be too late to run a 7" liner to protect the gauge and integrity of the well.
So to not have a 7" liner set above the TAGI could cause them issues.
unless well designs have changed considerably since I worked offshore...
