Sorry piper but you are wrong there. The government are not going to refuse to enter into additional contracts for further testing because they already have a supply. All they care about is if the tests are reliable or not. Think if it like when the railway went private. You didnt end up with one company running everything, you needed lots of companies because there are so many customers.
