I’m not really sure what upsets you about this as surely a Buy Sign is encouraging to say the least.

Bill cannot do anything without the say so from our BOD. That part is not my opinion but fact. "My Opinion" is merely stating that he has effectively gone is technically correct as above, he cannot make any decisions only give advice.
I very much liked Bill and could see him blossoming as our CEO in the past interviews so was equally as shocked with everyone when the news hit.

Bill is no longer an office of this company so effectively he cannot make any decisions without going through our BOD for instruction. Therefore, in my view, he has "gone".
