It does read as if 10 b does infact go on top of resolution 9 £11,717,003

Yes Stokey resolution 9 does, but then resolution 10 takes it away.
How many times have you seen a company ask for permission to raise for example £17m, to then go on and only do a placing for £1m? Are you new to AIM Richemondo?

Resolution 10 is "to dis-apply statutory pre-emption rights"
Shareholders' Special Resolution - Disapplication Of Pre-Emption Rights - CO. ... Under the Companies Act 2006, existing shareholders have the right to be offered shares pro rata to their existing shareholdings before any new shares are allotted. This is called a pre-emption right.
"Also you preume that there will not be an open offer to shareholders or a rights issue which would reduce any dillution."
Resolution 10 is to dis-apply your above statement.
He also declares that he has doubled his holding, because he beleives this will be 5p+ within 6 weeks.
So if I am reading it correctly, resolutions 9 and 10 add up to a placing of £17,868,430.
Against a £105m mcap = 17% dilution.

Resolution 9 enables the directors to allot relevant securities (including new ordinary shares). The maximum nominal amount of securities which the Board will have authority to allot pursuant to this resolution is £11,717,003.

5.8 to 6.3 is peanuts compared with 6.3 to 12/15 ish

Now things really are happening, next update is going to be epic IMO.
People are buying because this has great potential from here.
