I'm not sure how pay per mile would work. Probably the authorities would use the existing network of cameras above roads to track the mileage of vehicles. Then end of each month you get billed for the months usage. Lots of new tolls added to existing road network another option, like you say mick.

Really we just to plug the economic black hole the tories left us.
