Why this price hasn’t moved much higher with so much to look forward to

I feel like I’m missing something here though. I realise the payments are still contingent in an uncertain environment, however by the end of next year there will potentially be 11p of cash in bank without any growth and just maintaining current profitability with no growth?

Just doing some research if they get the full amount for river casino and generate profitability, this company (at 5p per share) will be trading at half the cash value in the bank and making a profit so the cash should be increasing? This is a crazy mkp at the moment for a cash rich growth stock?
