Very simple, novice. Investors don't believe this will make them any money anytime soon, hence the very small volume.
If you listen to the right people, they've been saying this for years.
If any of the factors you list meant investors were likely to see significant returns soon, there would be a lot of buying in. As it is, we've had a lot of churn at these prices so even a rise to 8p sees small time traders earn their goal return, so they sell up, the price returns to the 6s and new bets are placed.
The sad thing is, people here who should know better get excited by non-news and 'top up' at prices close to 8p, which anyone can see is a bad price to buy in given the market here.
