South Africa’s utility Eskom has announced that it will soon release a new tender for a 1.4 gigawatt-hours battery storage project.

The project tender, with a planned installation date of December 2021, will consist of supplying, installing, and operating distributed battery storage infrastructure at Eskom sub-stations across the country.

During a webinar, Prince Moyo, general manager for power delivery engineering at Eskom, explained that the large-scale energy storage tender will be split into two phases.

The first phase, with an initial 200MW (800MWh) capacity to be built by December 2020, will consist of eight sites. While the second phase will consist of 10 or less sites hosting 160MW (640MWh) capacity to be installed the following year.

The second phase will include 60MW solar PV integrated with the battery storage, along with an asset performance management system.

The tender has already been approved by South Africa’s Ministry of Finance, Moyo said. However, the Department of Public Enterprises is yet to sign off on the project. That consent “has been escalated to the highest level,” he said, without committing to a date.

Flagship for battery storage in Africa
Moyo called the battery tender “a flagship project” for Eskom, which supplies around 95% of South Africa’s electricity via more than 45,000MW of generation.

Frederic Verdol, World Bank Group senior power engineer, said the battery storage tender was also a first for the bank.

The scope of the technology-agnostic procurement will include battery operations and maintenance and physical security such as access control and alarm systems.

For the first phase of procurement, Eskom has developed its own battery energy storage system specification and taken care of site selection, environmental approvals, land acquisition and National Energy Regulator licensing, Moyo said.

The winning bidder will be expected to verify Eskom’s technical studies and provide detailed designs before implementing the battery plant, said Moyo. Eskom has identified eight potential sites for the first phase of procurement, subject to due diligence.

Site selection for the second phase of procurement is underway, with fewer than 10 sites now under consideration, Moyo revealed.

He noted that bids will be evaluated on a total cost of ownership basis. Eskom is also looking for performance guarantees over 20 years and will be imposing penalties for noncompliance. The utility will use a World Bank procurement approach, he said.

The funds for the battery storage tender are part of $1 billion in World Bank concessional climate financing that is expected to mobilise a further $3.3 billion from the private sector, Verdol said.

urkey’s Energy Market Regulatory Authority has published draft regulation for energy storage systems on its website. The guidelines were drawn up by the Turkish Ministry of Energy and Natural Resources and the General Directorate of Energy Affairs.

The new rules, which would come into force early next year if approved, are out to public consultation until October 10.

In the draft, the Turkish government outlined bureaucratic proceedings for the development and installation of storage projects without providing technical details on what kind of technology may be adopted or how storage may be integrated with projects. The draft document stated secondary legislation will be issued after the guidelines are introduced.

Rooftop and small scale PV

Eren Engur, CEO and founder of Turkish consultancy Icarus Energy, said the new rules would be particularly favorable to rooftop PV – for which new guidelines were introduced in May – and solar plants not exceeding 1 MW in size, which in Turkey do not require a license and represent most of the nation’s 5.6 GW of solar generation capacity.

“If we consider that [the] already-installed 5.6 GW consists of 1 MW projects, we can easily assume the huge potential of hybrid systems along with newly planned gigawatt scale solar-plus-storage tenders,” Engur told pv magazine. The consultant recalled the Turkish government had already shown good will towards storage when it tendered a 30 MW/90 MWh (AC) li-ion battery project in a previous 1 GW solar auction, even though the procurement exercise was scrapped in January.

Engur said he expects the Turkish solar market to add another gigawatt of capacity this year. “The new rooftop program, energy storage and e-mobility will further support the Turkish market in both utility scale and residential segments,” he added.

In May, the Turkish government decreed PV systems installed under new rules – which were awaiting approval at the time – would be exempt from the 5% income tax payable on revenue generated from the sale of excess power to the grid.

The Solar Energy Roadmap released by Turkish PV association Günder in October predicted Turkey could achieve 38 GW of solar capacity by 2030. A report published by the Shura Energy Transition Center in May 2018 predicted solar could pass 20 GW by 2026.

Countries have been falling behind in meeting the emissions standards they agreed to under the 2015 Paris climate agreement, but the solution could be just a (rather large) battery cell away, according to the World Economic Forum (WEF).
Renewable energy can be intermittent: solar panels do not produce electricity when it is dark, and wind turbines cannot do their job when the air is still. But batteries can store excess power when it is very sunny or windy, and pump the extra energy back into electricity grids when it is not.
Improved battery technology could reshape industries that contribute the most to carbon emissions, especially transport and energy production, argues a report released this month by the WEF.
Under the Paris deal, countries agreed to not let the world's average temperature rise by more than 2 degrees Celsius (3.6 degrees Fahrenheit) above pre-industrial levels this century, and to try to keep the increase to below 1.5C (2.7F).
The WEF's report, which coincides with a renewed focus on climate change at the United Nations General Assembly in New York, highlights the key economic and environmental benefits of boosting battery production and use by 2030.
A major benefit is flexibility.
The size of batteries used to store energy produced by renewables can be easily scaled up or down depending on the size of the area that needs to be powered.
They are also often more flexible than other options, including the use of hydroelectric power, the WEF said. Such systems pump a large volume of water uphill when there is excess energy around, and then release it back to turn turbines and generate electricity when it is needed.
They also respond quickly to changing electricity demands.
"They have a very low response time, making them suitable for grid stabilization measures. They also allow the power system to be decentralised, with consumers becoming energy producers via (for example) rooftop solar systems," the report said.
From 2015 to 2018, the demand for energy storage batteries grew by more than 60 percent a year, the report noted.
But the WEF also cautions that there are risks to ramping up battery production, which itself can generate significant amounts of greenhouse gases, and will require the mining of more minerals such as lithium, nickel and cobalt.
To mitigate negative impacts, the WEF advocates for a "circular value chain" in which waste materials are reused to create new products.
The future is now
In some cases, such as the production of fully electric vehicles, the additional greenhouse gasses emitted are more than offset by a lower overall CO2 footprint throughout the car's lifecycle, the WEF said.
Beyond the WEF study, large scale battery grids have already helped stabilise the supply of energy for thousands of people and saved at least one government millions of dollars.

Coal power was almost completely absent from the UK's power grid during the second quarter of the year, according to official data released by the government this morning detailing how clean energy generation is continuing to dominate the electricity mix.
The latest Energy Trends data confirms that coal accounted for just 0.6 per cent of the UK's power mix between April and June, marking the first quarter since the 19th century in which coal has fallen below one per cent of total generation.
In contrast, renewables set a record for the second quarter as its share of the grid rose 3.5 percentage points year-on-year to 35.5 per cent. Overall, renewables generation rose 9.9 per cent year-on-year to 27.1TWh, while capacity also climbed 7.9 per cent to 45.9GW.
The report said wind generation was "the driving factor" behind the increased renewables output, with onshore wind generation up 13 per cent year-on-year and offshore wind output rising 25 per cent.
When combined with nuclear generation, increased renewables output meant low carbon electricity's share of electricity generation reached 52.6 per cent during the second quarter of 2019.
There was also encouraging energy efficiency news, as final energy consumption during the period fell 3.0 per cent year-on-year on a temperature adjusted basis, even if cooler weather conditions led to a real world increase of 1.2 per cent.
The renewables industry hailed the results as further evidence coal power could be retired from the grid as clean energy continues to make an ever larger contribution to the UK's energy mix.
"The continued decline of coal in the UK is a welcome trend," said Frank Gordon, head of policy at the Renewable Energy Association. "Coupled with the recent record-low offshore wind auction prices, it's clear how we generate and distribute electricity is undergoing a fundamental change."
However, he also stressed that the government could help to accelerate progress further by allowing onshore renewables projects to compete for the same government-backed Contracts for Difference (CfD) as offshore wind developments - an approach that analysts are confident would lead to lower bills for customers.
"With coal coming off the system in its entirety by 2025, and the expected retirement of much of our existing nuclear generation capacity by the early 2030's, these statistics highlight how we urgently need supportive policy that encourages the construction of a wide range of new renewable power sites, including onshore wind and solar PV," said Gordon. "We urge the government to open up auctions for 'Pot 1' generation technologies in the Contracts for Difference auctions to facilitate this."

BRUSSELS (Reuters) - An effort to set standards for determining which financial products qualify as “green” should be delayed until the end of 2022, European Union governments agreed on Wednesday, and might end up including investments in coal and nuclear power.

The delay, if confirmed by EU lawmakers, could slow the growth of the $200 billion (160.9 billion pounds) market for green bonds, by pushing back clearer standards that many investors wanted.

Deciding which investments could be called green was part of a legislative proposal put forward last year by the European Commission, the EU’s executive arm. Its goal was to encourage private investment in environmentally sustainable businesses.

The proposal laid out a taxonomy — a set of criteria and methodologies for deciding what made an investment green — that was due to take effect in 2020. But many EU members objected, fearing damage to their national industries. They wanted more time to assess the standards.

Diplomats agreed to postpone introduction of the taxonomy by more than two years. They also agreed to grant governments more powers to decide which investments are green, amending procedures proposed by the commission that would have given independent experts more say.

NUCLEAR CONCERNS
Their compromise does not exclude any economic activity from being listed as green. That could pave the way for declaring as green investments meant to reduce the environmental impact of a coal-fired plant or a nuclear reactor.

The decision runs counter to recommendations from an EU expert group, which had advised in June excluding nuclear and coal-fired plants from the EU taxonomy. Their environmental impact was seen as going against EU targets to cut carbon emissions and reduce hazardous waste.

The text agreed by EU governments needs the approval of the European Parliament, which also wanted to rule out nuclear and coal investments from projects deemed green.

By setting criteria on what investment is sustainable, the EU hoped to avoid different standards in its 28 states and increase the confidence of climate-conscious investors. Proliferating standards let companies “greenwash” their activities, claiming green credential they not deserve.

However, the EU taxonomy’s broad criteria could divert money to technologies that “cannot be considered either safe or sustainable,” Germany said in a statement appended to the compromise text and also signed by Austria and Luxembourg.

The compromise, ignored those concerns and tried instead to allay opposing fears of countries such as France, which relies on nuclear energy, and eastern European nations, which still depend on coal.

Singapore — Chinese provinces Hebei and Shandong have ordered the mills to reduce their steel output by up to 50% in the run up to China's National Day holidays.

In response, the most active rebar and hot-rolled coil contract on the Shanghai Futures Exchange rose by 3.6% and 3.2%, respectively, on Monday on expectations of tighter steel supply.
Five mills in Shandong were ordered Monday to suspend 15%, 40%, 50%, 50% and 100% of steel capacity, respectively, over September 23 to October 3 to guarantee clear skies for the National Day celebration on October 1. This will result in lost steel output of around 29,000 mt/d, S&P Global Platts estimates.

In Handan city in Hebei province, local sources said formal orders were expected to be issued in the next couple of days, and local mills were preparing to suspend most of their ironmaking capacity until October 3. Mills in the city have had their recent output cut by an average of 54%, reducing pig iron production by 39,000 mt/d.

The output cut plan in Hebei's Tangshan is more ambiguous. Its first order, issued on September 21, exempted all local blast furnaces from output cuts, with only sintering plants subject to 50% cuts over September 22-27. It then revoked the order on September 23, and verbally notified mills to prepare for output cuts at both blast furnaces and sintering plants from September 24 until mid-March 2020, according to a local mill source.

Tangshan previously ordered 30%-50% blast furnace output cuts at most local mills through September into early October, losing around 60,000-70,000 mt/d of pig iron production. But these orders are have been only loosely implemented, sources said.

China's Ministry of Ecology and Environment issued a draft for 2019-2020 winter emissions control measures last week, which ordered differentiated output cuts during "heavily polluted weather conditions."

However, the strengthened output cuts in Shandong and Hebei have again convinced the steel market that environmental restrictions on steel production will continue, which is likely to ease the steel oversupply in winter.

The UK pledged £200 million ($250 million) to the Climate Investment Funds’ Global Energy Storage Programme, which in collaboration with the World Bank’s Energy Storage Partnership aims to deliver breakthrough energy storage and renewable energy solutions at scale.

France’s Agence Française de Développement (AFD) and the Netherlands pledged $100 million to the Solar Risk Mitigation Initiative (SRMI), with the Netherlands also announcing $20 million for the Bank’s planned Clean Cooking Fund.

The UK’s contribution supports the World Bank Group’s goal of mobilizing $1 billion in concessional climate funds for a global program on energy storage, alongside its own commitment of $1 billion, announced at the One Planet Summit in September 2018.

The programme is expected to help middle-income and developing countries increase their use of renewables, particularly wind and solar power, improve energy security, increase grid stability and expand access to electricity.

It also aims to finance 17.5GWh of battery storage by 2025 – more than triple the 4-5GWh currently installed in all developing countries.

“Energy storage is essential to maximise the use of renewable energy sources such as solar and wind power. The transition to renewable energy and clean cooking are at the heart of development and two of our biggest priorities,” said Riccardo Puliti, World Bank global director for energy and extractive industries and regional director for infrastructure, Africa.

The pledges from France and the Netherlands, as part of SRMI, will provide support to countries in sub-Saharan Africa, which have some of the world’s largest gaps in electricity access, as they scale up their off-grid and grid-connected solar energy programmes.

Upendra Tripathy, Director General of the International Solar Alliance (ISA), commented: “I am extremely proud and honoured that the Solar Risk Mitigation Initiative is demonstrating its first concrete results. This is a fundamental and comprehensive mechanism that will greatly support the ISA member countries in developing solar energy.

“I believe this is the kind of partnership that will allow us to achieve the goals of the Paris Agreements and SDGs 7 and 13.”

The Dutch government committed $44 million to the Regional Off-Grid Electrification Project in the Sahel, in addition to the $224.7 million from IDA and Climate Investment Funds’ Clean Technology Fund announced in April 2019.

The project aims to increase electricity access for households, businesses and public institutions using modern, standalone solar systems. About 1.7 million people in sub-Saharan Africa are expected to get electricity access or improved service through the effort.

Edify Energy has released the Knowledge Sharing Report for Gannawarra Energy Storage System (GESS), to share some of the lessons learned throughout the development of this pioneering project with the industry.

GESS is a pioneering project in Australia’s National Electricity Market. It is the first attempt at retrofitting a battery behind the existing point of connection of a utility scale renewable energy power plant, and at the time of writing GESS is the largest integrated renewable energy and battery system in Australia and among the largest in the world.

The deployment of GESS unearthed several complex and multifaceted challenges, in a classic example of technology outpacing regulatory reforms. The issues faced demanded new regulatory, commercial and technical pathways. The Knowledge Sharing Report released stands to disseminate these learnings, to benefit the broader sector in the future development of hybrid systems.

Over the course of its development, Edify worked closely with its project partners, AEMO, the AER, Powercor, DELWP, ARENA and WIRCON to pave a regulatory, commercial and technical pathway to enable GESS’s deployment. In doing so, a number of lessons were learned, which are outlined in the Knowledge Sharing Report for the benefit of the broader sector.

Principal among these lessons is that GESS is a classic example of technological development outpacing that of the regulatory reforms required to enable it. Retrofitting batteries to renewable assets was, and remains, a complex task that will require a renegotiation of existing connection arrangements and Generator Performance Standards. Depending on the chosen implementation model, the risk profile of the existing asset could be affected by altering its classification to a scheduled generator. This complexity and risk can create impediments and barriers to the uptake of battery systems, which may result in lost opportunities and ultimately a less cost-efficient power system. Fortunately, and largely informed by learnings from GESS, reforms are underway at present to better enable regulatory frameworks for hybrid battery systems.

MGX Minerals Inc (CSE:XMG) (OTCMKTS:MGXMF) has entered the world of vanadium redox batteries as it announced a new joint venture deal on Friday.

The Vancouver-based energy metals and materials group said it had signed a letter of intent (LOI) with DST Co Ltd - a publicly-traded company, which is listed on the KOSDAQ in South Korea - to form a new venture.

The aim of the partnership is to advance a sedimentary-bearing vanadium deposit in South Korea and develop a manufacturing facility for vanadium redox flow batteries and energy storage systems, MGX said in a brief statement.

The company, along with DST, have agreed to identify sites in New York state, which would be suitable for a manufacturing facility to produce the batteries.

Vanadium redox batteries, also known as vanadium flow batteries, are a type of rechargeable battery that employs vanadium ions in different states to store potential energy.

The main advantages of these batteries include it can offer almost unlimited energy capacity simply by using larger electrolyte storage tanks and can be left completely discharged for long periods.

DST will provide proprietary battery technology and build the manufacturing facility, while MGX will manage sales and marketing of the products throughout North America.

Lithium-ion battery work on the go too
Earlier this month, MGX reported the latest advances in its work to develop high energy lithium-ion (Li-ion) batteries.

The company revealed that its collaborative research partnership with the University of British Columbia (UBC) had successfully completed the etching process (cutting into the metal surface) to make silicon anode.

The aim of the previously announced two-year research program is to develop a low-cost and scalable method that will fabricate a silicon-based anode to improve the energy density of Li-ion batteries.

The crown estate has opened the first leasing round for offshore windfarms in a decade to usher in a new generation of wind projects expected to eventually generate an investment of £20bn.
The business intends to auction off new seabed rights in the waters around England and Wales to wind power developers. The leasing scheme allows up to 7GW of electricity generation capacity – enough to meet the needs of more than 6m homes.
The leasing round is expected to hand a record windfall to the crown estate, potentially generating hundreds of millions of pounds. The business passes surplus revenues to the Treasury.
The auction is expected to be hard fought by energy companies eager to profit from the UK’s growing offshore wind sector.
The UK has got 8.5GW of offshore wind generation capacity, which provides more than 8% of the UK’s annual electricity needs. The government has agreed to support the industry to expand the UK’s offshore wind capacity to 30GW by 2030.
The industry’s trade body, RenewableUK, has estimated that the next generation of offshore wind development would bring almost £21bn of investment in today’s prices, and support about 9,000 full-time jobs.
Hugh McNeal, chief executive of RenewableUK, said of the auction: “These powerhouses of the future will create thousands of highly skilled jobs, continuing the rapid regeneration of our coastal communities, as well as benefiting our UK-wide supply chain.”
The crown estate leasing round will require, for the first time, an “option fee”, which will be used as the basis for a rent agreement over 10 years while the windfarm is developed. In the past, the crown’s chief revenue stream from offshore wind was received as a percentage of the windfarm’s income once it began selling the electricity it generated.
The plans triggered a lengthy period of negotiation with the industry which lasted almost two years. The talks led to the crown scrapping plans for closed-envelope bids to determine the winning option fee in favour of daily bidding cycles, to increase transparency and reduce the risk of a runaway auction.
