What exactly was the point of us paying $15 million in fees to Mali government within a strict timeframe set by them if they are going to string out granting the export license?

We borrowed the whole lot at extortionate rates in order to conform and whilst we are waiting we are paying fees from our dwindling reserves.

Does Bernard have a grasp on the situation because it clearly looks like we have been had over big style.
