It's actually better than that and drill will begin on or very close to 14Feb - see the submitted timetable of operations From page 5 of the official document 'Lease Plan of Operations Application' submitted to State of Alaska. I have attached the link for the whole document which is 53 pages long. but also here is the timetable:

As you can see from point 7 of the schedule - drilling and testing (and subsequent rig demobilisation) will occur within a tight time window of 14 feb to 20th April. Because of the crucial dependency on snow road access it will be done within this timetable - spudding of the well may even happen sooner than 14Feb if rig and equipment preparation safety pretests are all in place.
