Permit would have been reflected in the SP already. It was always just a delay and highly unlikely it was not going to be granted. The fact that this has not taken off is no surprise. The news is excellent nonetheless.

Things change all the time in business there are things they can't control. You are being incredibly unrealistic if you think they can. We live in uncertain times to give no flexibility is not making allowances Im sure even you have had things that you can't control or missed a deadline or been late for a meeting etc. Give the company some slack. If you think otherwise then you will née constantly disappointed.
