I think I know what you mean but I think you're purely limiting yourself to one touted round by the brokers in London to all and sundry.
I have my suspicion that they had a plan in mind already and it involved issuing shares to someone. I think resolution 6 was meant to make this easy to do without telling PIs who might object.
Let's just say they'd found someone to buy half the company for £20m (we can argue over numbers but that's not the point). I think it wouldn't be uncommon for the people they've engaged (GMP First Energy) to take a cut of the deal. This might be in shares and they might forward sell them to protect their value.
If this logic was right, then PIs might be happy, as I'm arguing these trades would indicate a potential deal, on the downside though it might not be a good deal, and the commision in shares is getting forward sold before the details are known.
Or perhaps it all could be nothing ;)
