Great post laxey. I am from Africa. I know how these things work. EDM will not give up the chance to receive another 'envelope' in addition to the tarrif envelope, as once agreed there is no going back. The opportunity to get some cream will have been missed. Seen it before. Its the way Africa works. Reading between the lines this is the main reason for the slight delay. And in the scheme of things a short delay is nothing. The prize is massive. All parties know this. All in my opinion.
