Are you thinking along the lines that certain figures ( lurking in the shadows ) in the Piedmont region, have been "induced" to instigate liquidation proceedings to ensure everyone's a winner here ? No Legal case against the region and FG/ CLP securing the land via the liquidation process. Sounds like a lot of thought has gone in to this on both sides! A lot of "Back scratching".....
