My first question relates to Trinidad. In terms of the CGCL methanol plant being fully commissioned, does that materially reduce the availability for natural gas potentially for Titan or any other facilities or needs in Trinidad? I was just wondering in terms of, like, you recently put Titan -- you idled Titan indefinitely, but I'm just wondering if conversations are still taking place and whether the outlook has -- so it doesn't look very favorable there.
John Floren -- President and Chief Executive Officer
Yes. So I've mentioned before the upstream and the government are negotiating different terms of what they are today. The terms that there are today don't allow us to run that Titan plant through the cycle. So we kept it down and ready to go for eight months and had those solutions. We decided to isolate more on an indefinite period. The supply demand balance of gas fitted out is really a factor of price. And we don't know where the gas is coming from the new plant, but obviously, it will impact the overall supply demand balance. But many of our -- other people on the site, ammonia and methanol, have also experienced the same thing we have and shut down capacity. So there's a lot of capacity in ammonia methanol that's not running. And I think we're going to need to see more gas development and get back to a balanced market there. So it's complicated, and we were unsuccessful and some of our people that manufacture ammonia have been unsuccessful and made the same decision we did. So we continue to talk to the government, and here's something that makes sense on a medium-term basis. We'll have to restart that plant, but it will take capital as well. So not too dissimilar to what we're seeing in Waitara Valley. We'll have to spend money and hire people, and that takes time.
In Trinidad, our production levels in the fourth quarter were similar to the third quarter as planned turnaround activities at our Atlas facility impacted both quarters. Looking into 2021, we have been advised that upstream production declines and the delay of upstream maintenance work due to COVID-19 will result in lower gas deliveries.
It is unclear how long these lower gas deliveries will persist. Based on our current gas deliveries, we estimate production in Trinidad for 2021 of 900,000 tonnes, reflecting Methanex interest compared with our 2020 production of one million tonnes. All 2021 production is expected to come from the Atlas facility, as we announced earlier this month that we expect that the Titan facility will remain idled indefinitely because we have not been able to reach an acceptable longer-term natural gas agreement. We continue to have discussions around opportunities for longer-term gas supply

sorry it was Barclays my complaint was against , They produced false documents to show evidence of no PPI , everything on the documents was incorrect , bar the info I had given them as part of my complaint , they did not know the value of property, wifes maiden name , my nationality , job , house purchase price , previous address etc , obvious fraud , I have written 50 letters to Barclays asking them to confirm they supplied the document to the fos , they will not give straight answer , they keep saying , sorry you did not have PPI , despite me spelling out that is not what I am asking , they keep responding the same sh*t , I have now taken it back to FOS , asking them to respond , had a response from Barclays , you lost your PPI , claim - you could not make it up - I intend to sue for fraud in county court , but need them to admit it was themselves who provided the fraudulant documents
I had a compllaint with FCA , over corruption in the FOS , no action taken , but they thanked me for pointing it out and have assured me action was taking place behind the scenes - hmmm , waste of hours and hours of my time.

doh - my point being , if I had known the rules I could have short circuited the process by pointing out from the on set - no it is you I need to speak to , and according to your rules I can use my own contractor subject to the correct qualifications / training - would have saved 1 week or more on that issue alone
Not an expert , but I would imagine the red tape dealing with it all would be a drain on resources , I spent a bit of time dealing with Welsh water to get approval of our onsite contractor to divert water main 1 m or so , made 15 phone calls , was told - oh you need to speak to so and so , ended up speaking to Guy I phoned 1st , he told me we needed an approved contractor , spent 1 week trying to find one , rang him back , told him no one available , he eventually conceded we did not need an approved contractor , wasted about 20 hours finding out one bit of info that should have been available within minutes
