The assumption on the part of naive investors 12-years ago, including myself, was that by issuing an exploration licence for Kallak, Sweden PLC wanted Kallak to be exploited. Bear in mind that the Swedish SGU discovered Kallak in the 1950's - It was therefore no secret by the time BEM became involved.
Further assuming as the holder of the exploration licence, and now the exploitation permit, it would be BEM PLC to eventually exploit the resources.
The fact is that regardless of any 'Green Agenda', mining is not an environmentally friendly activity, though steps can be taken to minimise damage to the environment; various interested parties will always fight to further their own cause, whether cultural or environmental.
But never did investors anticipate that the progress to develop Kallak would be hampered by the very authorities that issued the exploration and exploitation licences. The truth is, the bodies that act on behalf of the Swedish Government have done more to hamper progress than any environmental or cultural group.
A further truth is that Sweden PLC can exploit Kallak at its leisure, and will outlast the patience and financial resources of BEM PLC should it choose to do so.
BEM PLC is simply a passive passenger...
