The Russians talk a good game. Now they are saying they can draw on their sovereign wealth fund and put up with low oil prices for, wait for it.... a decade.

But they havent spent very much on public projects since 2013. These large piles of cash are too much of a temptation for wealthy classes in Russia. I doubt there is a huge amount allocated to public projects. They have done nothing in years except line their own pockets.

Then throw Covid-19 into the mix.
