IRAQ INVITES BIDS FOR OIL PIPELINE TO JORDAN - Contract to be awarded by end 2020

Iraq has asked companies pre-qualified for a $multi-billion project to construct an oil pipeline to Jordan to submit their bids, local newspapers said on Thursday.

The Oil Ministry will award the contract to the winning firm or consortium before the end of 2020, Al-Sumeria and other publications said.

"We have finished pre-qualifying companies which have expressed interest in undertaking this project," Oil Minister Thamer Al-Ghadban said.

He said the project includes the construction of a 700-km pipeline inside Iraq with a capacity of 2.2 million barrels per day and another 900-km pipeline inside Jordan with a capacity of one million bpd.

Ghadban said the Ministry has set next May as a deadline for all contractors to submit their bids for the project.
"We will then study all bids and choose the right bid in line with the Ministry's plans and goals...we will select the winner and award the contract before the end of 2020 so the project will be launched soon afterwards," he added.

Ghadban remarks followed statements by a Jordanian official late Tuesday that the protests in Iraq have delayed the execution of the pipeline project.

"The protests in Iraq have affected economic cooperation and some agreements signed between Jordan and Iraq," said Mousa Hantash, secretary of the energy commission in Jordan's parliament.

"We know that the resigned government there is pre-occupied now with the difficult situation and this will naturally delay the execution of the pipeline construction," he said, quoted by New Alsabah and other Iraqi newspapers.

OPEC member Iraq signed an agreement with nearby Jordan in April 2013 to build the pipeline at an estimated cost of 18 billion dollars.

The project, which will allow Iraq to largely boost its crude export capacity, was obstructed by cash shortages and hostilities in route areas.

Oil Minister: Expectations to add new quantities to the volume of oil and gas reserves.

The Deputy Prime Minister for Energy and Minister of Oil expected to add new quantities of hydrocarbon wealth (oil, gas) to Iraq’s stock and reserves during the coming period.

This came during his presidency of a specialized technical meeting for the team assigned to the Petroleum Exploration Company and the Department of Reserves and Field Development at the Ministry’s center to prepare studies and technical surveys for new sites throughout the country, with the aim of updating information related to the size of the oil reserves and reserves, as well as identifying new sites in order to develop appropriate plans for exploration, development and optimal investment for it.

The Minister of Oil, Thamer Abbas Al-Ghadban, said that the technical studies and geological research prepared by the specialized team have indicated the presence of large areas in the WESTERN region, as well as the central and southern governorates of Iraq that include hydrocarbon compositions and promising opportunities for investment contribute to adding new large quantities to the volume of oil reserves and then to the reserves of hydrocarbon wealth (oil and gas) and new promising areas will enter the traditional production system, which requires us to update the figures related to the size of the stock and oil reserves.

The Ministry will announce this after completing the preparation and collection of information related to this matter, and this is what makes Iraq occupy an advanced position in the world rankings.

For his part, ministry spokesman Assem Jihad said the Deputy Prime Minister and Minister of Oil and through his interest in sector oil exploration and its importance in maximizing inventory of oil and gaseous, which is estimated at more than 500 billion barrels and reserves of over 143 billion barrels, had instructed earlier to form a committee Specialized technical works to update the information related to oil and gas wealth in order to develop appropriate future plans. The studies of the assigned team have yielded fruitful results that represent a new addition in defining solid technical paths and a road map towards the optimal investment of the country's wealth.

The Deputy Prime Minister for Energy and Minister of Oil instructed that the efforts of the working group and the general manager of the Petroleum Exploration Company be valued.

The meeting was attended by the undersecretaries of the Ministry, a number of general managers, experts, and the team assigned from the Petroleum Exploration Company and the Reservoir and Field Development Department at the Ministry's center and the Director of the Information Office

Jihad said that the project to extend the pipeline inside the Iraqi territories (Rumaila - Haditha) will be in accordance with the formula of the investment contract (EPCF) and the project to extend the pipeline in Jordanian lands (Haditha - Aqaba) will be implemented in accordance with the formula of the investment contract (BOOT), denying any statements made about the project implementation procedures having been postponed due to the current situation in Iraq, indicating that these projects are among the important economic strategic projects that require a long time to prepare and implement.

Ministry of Oil: Inviting qualified companies and coalitions to implement the (Iraqi - Jordanian) pipeline project to submit its technical offers.

The Ministry of Oil has announced the completion of the rehabilitation of companies that have expressed their desire to participate in the implementation of the project (Iraqi - Jordanian) which includes extending the first section of the pipe inside the Iraqi territories (Rumaila - Haditha) with a distance of approximately 700km and a design capacity of 2.25 million barrels, and extending the second section of the pipe inside the Jordanian territories (Haditha - Aqaba) by a distance of 900km and with a design capacity of 1 million barrels.

The Deputy Prime Minister for Energy and Oil Minister Thamer Abbas Al-Ghadban said that the ministry had previously formed a technical work team in cooperation with the international consultant to prepare a formula for legal contracts, financial issues and technical specifications for the implementation of the project, indicating that the ministry set a timetable that included inviting companies to qualify and submit technical offers.

Al-Ghadhban clarified that the Ministry has set the end of next May as a deadline for receiving technical offers for the project from qualified companies, after which the offers will be studied and appropriate selection taken into consideration in the public interest and in a manner that achieves the goals and plans of the ministry, indicating that the ministry will invite companies or coalitions to submit the final offer later. The matter will be decided and the company or consortium qualified to implement the project will be selected before the end of next year 2020.

For his part, Jihad the ministry’s spokesman said that the (Iraqi - Jordanian) pipeline project is one of the most promising investment projects as a new export outlet that is added to other outlets, and that the company or the winning coalition to bid for these projects is responsible for bearing all costs and financial expenses and the federal budget does not bear any expenses or financial consequences. The amounts are recovered by the investors after operating the project according to the specified time periods.
