I think the point about the 12-14 year timeline is a bit misleading in this case. To my understanding that timeline typically applies to greenfield projects (starting from scratch). Zenith's projects in Italy (Novazza and Val Vedello) are brownfield sites. This means that the mines and infrastructure is mostly there and built. They also have decades of historical data from AGIP, which skips the years normally spent on initial discovery. This should take several years of the timeline.
Also the EU Critical Raw Materials Act (2024) has put pressure on EU governments to "fast-track" critical raw material permitting. For projects designated as strategic, the act targets a maximum permitting time of just 27 months for extraction. this should significantly speed up the traditional regulatory hurdles.
