does anyone here have the above, would be interesting to see if any large orders are going through - maybe would explain the difficulty in trading smaller orders.

As FairAnalyst said, they're probably swamped with big orders, so have put a temp hold on smaller ones. I've tried a £3k buy with II, & get the same message. Just be persistent, things will change.

rightly or wrongly, it's still a very volatile share in a very difficult market. The MM's / brokers will be doing all sorts to ensure they don't get stuck with huge losses or suspended stock.
You're trading in a market where it's unprecedented in terms of divi %, company "association" with Russia, & many other factors. You therefore need to accept situation is very dynamic, in terms of buying / selling.

If we presume he's selling, the trades will be massive, as some have alluded o. They're not showing yet, could they pop up after hours?

One possible scenario: If this gets delisted, & has to be traded on Russian-exchange, the divi's will be subject to Russian withholding tax.

It's anyone's guess what that might be.

I meant in a general sense, ie anyone who is seen as a supporter / "funder" of Putin & his regime should have their assets either frozen or seized IMO.

If he's a Putin supporter, his assets should be seized, why is he allowed to sell?

As I said below, if they get delisted & only trade on Russian exchange, the div's would be subject to withholding tax there. With their inflation going crazy, that could be a huge deduction.

From European markets, highly possible.
They would then be listed on Russian exchange, divis could be paid but subject to Russian withholding tax.

Good call. I'm just trying to warn folks to be very careful, & not get burned, when the temptation of easy / huge gains exist. The divi is still subject to s/holder approval, & it may be that it's decided it's in the best interests of the co at that time not to pay it, but we're all guessing here.

your maths may be right, but as I said, extremely unlikely this divi will actually be paid out.
