There was no buyback proposed at the time of 2019 results in February 2020 - then the PRA stopped banking buybacks/dividends.
Buybacks can only be made when profitability allows and are seen as a good value way to make a return to shareholders. Shares currently are being purchased at way below asset value.

The gain is increasing certain metrics including asset value per share.
The market determines on a daily basis, the market cap (value) of Lloyds.
Asset value is one of the things to take into consideration by any investor when determining whether the share price is fairly valued.

Why would you?
The market gives a valuation on a company on daily basis.
Share prices in companies conducting buybacks therefore can go down,up or stay roughly the same.
There are companies that are conducting buybacks where their share price have made great gains, but it would have nothing to o with the buyback. The same applies to a declining share price in a company conducting a buyback.

When I invest in a business knowing that new shares are issued for various reasons, you will never find me moaning about it having prior knowledge.
It seems to be the case that some investors are not aware of these things before investing.

New shares are likely most months, MAY is likely to be the month of the highest issuance.
MAY 2019 was similar

Current market cap about £29.5 Billion - a £2 Billion buyback every year would do me fine.

the size of any individual listing should not be looked at in isolation. We have the historic data - if the trend in future data is not to a shareholders liking, then they are free to invest elsewhere in another company not knowing their future additional listings either.

At HSBC the employee share saves could be cancelled at anytime,meaning that if the same applied at lloyds the 2019 would be ditched and then a 2020 sharesave started at a much lower price. Maybe you were not allowed this at Lloyds?

Unless things have changed in recent times a bank employee could come out of the option to purchase at a fixed price at any time, and thus taking up a new option at a lower price. That was the case at HSBC

At the end of 2011 there were 68.7 Billion shares but they then issued new shares to raise money to pay bond payments on hybrid securities, meaning that the share count went to 70.34 Billion in 2012. About a further 1.6 Billion shares were added up to the end of 2017 without any share buybacks, which then proceeded to take place in 2018 and 2019.

When I invest in a business knowing that new shares are issued for various reasons, you will never find me moaning about it having prior knowledge.
It seems to be the case that some investors are not aware of these things before investing.
