Maybe because of the two phase approach which could be interpreted as them scaling down because they couldn’t get the full scale project through to completion in one go. If I’m honest I’m not expecting much from the uskmouth project until the epc contract has been finalised, however securing a ppa before then would be a major step as a ppa would almost definitely ensure the investment needed to complete the project
