Council workers don't vote - Councillors vote. Council workers are directed by Heads of Service to adopt a corporate position and quite simply have very little sway over the corporate body, regardless of their individual perspectives, or on some occasions professional input (sadly). When putting report before committees, I can assure you those recommendations are certainly not always carried forward.
