Nyf, as Marty notes in his post , ECHO’s cost commitment to drilling each of the four wells purely then 19 % per well. ? This the reason for my query re : funding for drilling costs, this detail not to be found in recent RNS’s

The number three citizen of the country said he was sure that the presidency is working tirelessly to ensure the list is submitted before Friday Senator Ahmad Lawan, the Senate president, has said that the upper legislative chamber would receive the list of ministerial nominees from President Muhammadu Buhari before Friday, July 12.
Vanguard reports that Lawan said this on Wednesday, July 10, while responding to a point of order raised by the lawmaker representing Akwa Ibom northeast, Senator Albert Bassey Akpan, who expressed worries over the delay in the presentation of the list by the executive to the legislative arm.

Earlier, Akpan who came under Order 43, said that it was worrisome that the list was not yet made available to the Senate, especially against the backdrop that in the next two weeks, the lawmakers would embark on the traditional two months recess. According to him, there was the need for the executive to hasten the process of forwarding to the Senate, the ministerial list in order for their holiday not to be affected.
It would be recalled that the Senate had said on Tuesday, July 9, that it was not in the position to draw a ministerial list for President Muhammadu Buhari. Speaking with journalists, the chairman, Senate ad-hoc committee on media and public affairs, Senator Adedayo Adedayo, had said: "That is the prerogative of the executive, we are not going to their job, I’m not going to say anything about that, the senate cannot generate a list of its own. “It is the prerogative if the President to send the list of his nominees to the Senate and when he does that we will look at and consider it. That is our constitutional mandate but it is not within our power to even advise or anything, so we will wait until the matter is…. I will not say anything more than that. “I don’t think this matter should worry memories any other Nigerian. “Let me tell you one thing, the executive are aware and most Nigerians are aware of the timetable of the Senate.

The National Assembly members will resume next week Tuesday, July 2 and sit for three weeks after which they will proceed on their annual two-month vacation from July 26.
The implication of this is that if the President fails to submit the ministerial list to the Senate before July 26, the nation may have to wait till the end of September to know the new cabinet members.
However, a ranking senator told one of our correspondents on condition of anonymity on Saturday that the senators could cut short their recess to attend to the list whenever the President decided to send it.

The Secretary to the Government of the Federation, SGF, Boss Mustapha has disclosed that President Muhammadu Buhari will unveil his cabinet in July.
Mustapha made the disclosure while explaining that the delay was to allow the National Assembly complete its leadership processes and lawmakers resume from recess.
He made the disclosure in an interview with The Guardian on the sidelines of the just-concluded meetings of the African Export-Import Bank in Moscow.
The SGF assured that Buhari will place the issue before the National Assembly as quickly as possible.
He said: “Our system is unique. We have an executive system where your membership of a parliament denies you the opportunity of being a minister, unless you resign from parliament.
“Mr. President is working on his list or must have concluded. He mentioned in his Democracy Day broadcast that he is going to assemble competent Nigerians to help him implement his programmes.
“He was inaugurated on May 29. We had the Democracy Day celebration on June 12. It was a choked-up programme as we had to work towards the emergence of the leadership of the National Assembly because there is nothing you can do if their leadership does not emerge.
“So far, we have part of the leadership that has emerged. The other part will emerge after they return from their recess. They are reconvening on July 2 and it is when they reconvene that we expect they will finish other complements of their leadership.
“There are other key officers needed in the introduction of an executive bill. You don’t go directly to the Senate President; you only write to him. It is the Majority Leader, who represents the party in the Senate that has the responsibility of introducing the bill, and he has received the list too.
“I believe that within the month of July, he will submit the list. It is then up to the Senate to do the needful and conclude the exercise. I keep emphasising that if you have a very good leadership in the National Assembly, these things can be finished in a period of one week or two.”

Feeling some sympathy for the Savannah team trying hard to get Abe Kachikwu to prioritise the Seven Energy deal?
In the last few days he's been in Saudi and tied up a memorandum of understanding with Saudi Aramco to invest heavily in Nigeria's old under-performing and disused refineries, build one new refinery and develop new mid-stream gas infrastructure.
Seven Energy deal might seem to him small-fry after a week like that. But he needs to get on with the administration work that is building up on his desk.
