There's a difference between pump and dump and an anticipatory movement of the share price, yes it may go up and down, but that doesn't make it a pump and dump when there is a real possibility of a resolution, a pump and dump is a specific situation when a recommendation or rumor is made to pump up the share price so of holders can sell as a profit. When the country's leaders are meeting, the USA are adding pressure and OPEC are recommending opening the pipeline, they're not all pumping the share price to make a profit they're trying to get it done.
My (only a year into this so not experienced) thought is it's because there hasn't any will to engage with opening to the pipeline from the IOC energy ministers, the contracts were merely used as an excuse and football to make it look as if something was happening, the political will and pressure has now built up to a point where it looks likely that we contractual issue will be resolved one way or the other and miles coggins said in a recent interview he expected or anticipates at least, new contracts being signed. Given how quick APIKUR have been to stomp on any suggestion that negotiations are taking place they haven't said anything negative about that recently.

OPEC has called on the Iraqi Oil Minister to allow the Kurdistan Regional Government (KRG) to resume oil exports.
The Organization of Petroleum Exporting Countries (OPEC) has officially asked the Federal Oil Minister Hayyan Abdul Ghani to allow the export of oil from the Kurdistan Region through the Turkish port, a source in the Federal Oil Ministry told Iraqi media.
According to the same source, OPEC has asked the Iraqi oil minister to allow the Kurdistan Regional Government to export 200,000 barrels of oil per day through the Turkish port.
What was the Iraqi oil minister's response to OPEC's request? The source said Hayyan Abdul Ghani has sent the request to Iraqi Prime Minister Mohammed Shia Sudani and is awaiting his response.
The Iraq-Turkey oil pipeline has been suspended since March 25, 2023. The pipeline has the capacity to export 1.4 million barrels of oil per day. However, it has not exported that much oil so far, and what was exported before the suspension was 450,000 barrels per day.

They've already indicated that they will (sorry was a while back so can't give a reference) I don't think they care who it goes to do long as there's an agreement in place and they get paid the appropriate amount. That's the sticking point though in two ways, first, obviously there's still no agreement, and secondly the information is coming from the Iraqi Oil Minister and he's lied and lied throughout the last year, no way if knowing if it's an actual move until there's a separate confirmation.
Now that's the kind of trade I like to see, when a shorter closes or someone puts a big chunk of money in.

Belgrano. I can see where you are coming from, there's been many empty words here for a year, and the corruption isn't going to go away any time soon. But I do believe the point of optimal pressure has been reached, salaries have been paid and there's allegedly an agreement about salaries, voiced by the people at the top not a minister, coupled with the greater picture of rising oil prices, Russian production being hammered, the water issue which interestingly isn't being talked about much, together with the US weighing in, it seems to me that an agreement is closer than before, though I do know that anything can happen in politics and there's no dividends until the ink is dry in the parchment.

Asked the question myself, answered was understandably vague, but there should (as I think Belgrano pointed out) be some indication of intent or otherwise from KRG as to what their intentions are later this year as negotiations can open a year before (I think I heard that correctly).
