Not my area of expertise but broadly financial close refers to the point at the end of the procurement phase where the construction contract has been signed, any conditions for contract financing are met and financing is in place so that the Project Company can commence construction
When you say site slab, i presume you mean the floor slab of the building, in which case that would qualify as a start under planning, so planning permission would be preserved although the floor slab or oversite would normally go in after the foundations anyway. As ive said previously, concrete slab for access road or accommodation works, site compound and the like would NOT constitute a start. I dont know off top of my head what the expiry date of the planning approval is. Hope this is if some small help.
In the UK, It’s important not to confuse town planning (site, size, appearance, environmental considerations) building regulations (the physical construction of the building itself), with stage inspections by the building control body. They are both different legal processes carried out by different people. To confuse matters further, building control can be done by either the local authority or an Approved Inspector (private sector building control). Even if both functions are performed by the local authority, they are different teams with different agendas.
In my experience both planners and building control will register commencement as typically being a substantisl part of the foundations (including piling) or building-specific drainage.
The access road is unlikely to be accepted as commencement as it is not part of the building.
Of course a CEO is important but a football team without a captain can still play football, its just that without a clear leader to make difficult decisions they are just less likely to win the league. I admit I'm no businessman and its a naïve view but equally I'm sure as hell I'm not bailing out now just as all the ducks are getting lined up in a row.
Hi Basticus, re your post 08:26 " no success for PHE without HUI" I would suggest its actually the other way round. HUI is entirely dependant on PHE technology. PHE is free to develop business elsewhere. I do agree however that HUI is more likely to achieve the FOAK installation before Peel and in this respect HUI is hugely important.
