According to the E.U. source last week, Baghdad has no interest whatsoever in agreeing to any of Turkey’s terms. It also has no interest in Iraq Kurdistan resuming its independent oil sales either. “On the one hand, independent oil sales jeopardise the oil flows that are meant to be sent to Baghdad to sell, so there is no upside to that for the FGI,” he said. “On the other hand, Baghdad does not want the oil either, as if [Iraq] Kurdistan resumed full production it would put it [Iraq] over its OPEC+ quota,” he added. “As Baghdad does not see an independent Kurdistan in the future of Iraq, it sees the best solution as keeping the independent oil sales stopped and the Kurds financially paralysed,” he concluded. This view finds further resonance in a statement late last week from Iraqi Prime Minister, Mohammed Al-Sudani, that Baghdad has drafted a new oil and gas law that will unify regulations in the industry in all governorates, including the Kurdistan region.

ERBIL, Kurdistan Region - Iraq’s top court on Monday ruled that two phrases within Articles 11 and 13 of the recently-passed federal budget, both related to the Kurdistan Region, were "unconstitutional”, a month after the Region challenged the constitutionality of several items In the bill.
Iraq passed its highly contentious budget bill in June for the years 2023, 2024, and 2025, of which the Kurdistan Region’s share is 12.6 percent. In July the Kurdistan Regional Government’s (KRG) Prime Minister Masrour Barzani challenged the constitutionality of several paragraphs and phrases within the passed bill.
The Iraqi Federal Supreme Court revealed in a statement that it deemed the phrase “upon the approval of the federal prime minister” from Article 11 paragraph I, and the phrase “in the event that a solution is not possible, the parliament shall make the necessary decision” from Article 13 paragraph VII were both unconstitutional.
According to the paragraph from Article 11 of the passed bill, the finance ministry of the federal government will send the financial entitlements of the Kurdistan Region only after receiving approval from the Iraqi prime minister. The ruling of the court removes the requirement for the premier’s approval.
Article 13 details exporting the Kurdistan Region's oil in coordination with the Iraqi government and handover of its non-oil revenues to Baghdad.
The paragraph in Article 13 stipulates that in case of a disagreement on rights and obligations between the KRG and the federal government, a joint committee between the two sides will be formed to resolve disputes within 30 days. If no resolution is reached, the Iraqi parliament will make an appropriate decision.
Additionally, the court dismissed the KRG's lawsuits that contested the constitutionality of certain paragraphs in Articles 2, 11, 12, and 13.
The recently-passed budget includes a record $152 billion in spending, which has sparked concerns of instability should oil prices drop below the $70 per barrel threshold set in the bill.
Iraq did not approve a new budget bill in 2022 amid political uncertainty after the 2021 election. The lack of a budget jeopardized the oil-dependent economy and prevented the government from taking advantage of soaring oil prices following Russia's invasion of Ukraine to combat poverty and bring much-needed economic stability.
Form another committee and a decision will be made in 30 days ffs.
So no pipeline opening soon. Then what another argument that won't get resolved.

ERBIL, Kurdistan Region - A delegation from the Kurdistan Region’s ruling Kurdistan Democratic Party (KDP) will visit Baghdad on Sunday to express its concerns to Iraqi allies regarding Baghdad’s alleged failure to comply with its oil and budget agreements with Erbil, said a KDP official on Saturday.
Viyan Sabri, head of KDP’s bloc in the Iraqi parliament, told Rudaw’s Sangar Abdulrahman on Saturday that a top delegation from the party will visit Baghdad on Sunday to meet with the State Administration Coalition, which has formed the current Iraqi cabinet.
She said that they are “concerned” that the coalition has not implemented points they agreed on before the formation of the government regarding the issues of budget as well as oil and gas.
Iraq passed its highly contentious budget in June and the Kurdistan Region’s share is 12.6 percent. In recent days, Baghdad sent the monthly share of the Region but Erbil claims that Baghdad violated the budget law and they were expecting more money to be sent.
Iraq’s Prime Minister Mohammed Shia’ al-Sudani on Wednesday reviewed the latest drafts of the oil and gas bill with officials and key political bloc leaders from both Baghdad and Erbil, stressing the need to legislate the “crucial” bill in order to address some of the country’s pressing issues.
The purpose of the meeting was refining the bill’s final draft before its approval by the Council of Ministers and subsequent submission to the Iraqi parliament, according to a statement from Sudani’s office.
Sabri said Iraq wants to have full control on the Region’s oil and gas through the bill.
The Region used to export over 400,000 barrels of crude oil to the international markets before the process was suspended in late March following a ruling by a Paris-based arbitration court.

the upcoming visit, which will take place in the second half of august, was discussed on thursday in a meeting between iraqi minister of foreign affairs fuad hussein and turkish ambassador to iraq ali riza guney in baghdad, per a statement from the iraqi ministry.
the press release did not elaborate further details on the visit’s agenda. fidan is expected to meet with the country’s top leaders.

ankara, in response, has demanded baghdad take action against the presence of kurdish militants.

upstream damming on the rivers in turkey has been blamed by the iraqi authorities for the declining water level that had threatened a large rural population in the country.
iraq in march claimed a legal victory against turkey in a paris arbitration court for allowing kurdistan region to independently export its oil via iraq-turkey pipeline.
despite numerous rounds of discussions that have taken place between the two sides to resume the export, the stoppage is still ongoing.
