I don't think they will ever ban shorting because too many people in the government have vested interests, however putting a limit on the percentage of shares that are allowed to be out on loan would go a long way to prevent these attacks. ie. a percentage limit low enough so the share price isn't affected and hedge funds have to take the 50/50 gamble that PI's do.
