The Master of the vessel is ultimately where the buck stops. As the tanker was at anchor and was hit by a vessel underway then it will be the vessel that was underway that would be the primary cause of the accident. However, the investigation will focus on the watch keeping of both vessels at the time. A vessel at anchor still has to have an officer on watch on the bridge to monitor traffic and if any vessels are on a collision course. Ships are like aircraft in that they have black box recorders that record all radio communication, radar and other navigational aids, helm and engine controls, verbal conversations between crew on the bridge etc for the accident investigators, which will be the MCA, to study to determine what exactly happened.
