As far as I am aware, the dividend policy pre covid was not a progressive dividend policy. The dividend policy pre covid was one that António Horta-Osório introduced which was dividend payout would be 70% of EPS. I believe at the time his bonus was linked to getting the SP above a certain level, that is why the dividend was so high in comparison to todays dividend level.
