It’s open to interpretation imo, initially the approval was “by” 10th July, now it says 31st July which suggests a specific day. I reckon if it’s ready it will arrive, after all it’s been extended so you would imagine they will want to get it out before rather than running it to the end date.

It’s been highlighted here previously the company have stated it can be rolled out 31st which is essentially when approval is given. So immediately

If there is any influence at all it’s likely to come at a reasonable hour in the US which is when the markets open. Especially if they are II’s as they will be bound by working hours.
