But why would they pull out of the MOEX after signing up first???? I just can't get my head around it

What is the general view on Telegram regarding this MOEX and pulling out? Does anyone know?

I am starting to wonder what's going on here to be honest.. Why signing up for this MOEX first of all and then suddenly pull out?? It almost feels like misleading at the moment to be fair. I am trying to keep the faith and holding until the end but I am starting to questioning things myself...
