Such a blatant move would have to pass anti-competition laws, and it wouldn't. Even more so for matters related to urgent unmet need / public health in a pandemic situation. The Commission and national competition authorities (the NCAs ) pay close attention to the pharmaceutical market in terms of competition law. I doubt any big player would try that tactic.
In any case, the force of public backlash would be severe IMO, not worth it.
