MikeGP I think there was an email purportedly sent by PF which said they were happy with the contract terms agreed but this did not, as I read it, mean they were satisfied with the paymentS (plural - sorry Jimzi) on account.
There was a bit in the last rns which said that "Screening and search operations have been in place since Terminal 3 opened on 28 June 2019 and payments on account to Scanport and Westminster for work undertaken are being made, whilst awaiting final contracts execution. "
Reading this again now alongside the (alleged) PH email the direct implication is that things moved on beyond contract negotiation and those matters have been settled whereas the Half year report on 15th August had only said "Negotiation of contracts is in process and we expect all contracts to be finalised in the coming weeks.". So I think we should see a contract rns very soon because any contract can be drafted to reflect the likelihood of a change and that's what i think the parties will have done - so base cost to be paid now in instalments (monthly?) with a future uplift/ kicker in WSGs favour backdated to June to reflect the revised port charges if and when they are agreed. That's what i think will have been agreed contractually. There is really no other sensible and logical contractual basis to govern the current provision of port scanning services whilst the Govt wrangles are settled
