The RNS states the refinancing is to help develop the strategic plan and not to pay any fine. The RNS is very positive and unlikely to have been issued if they don't already know they are getting a reduced fine. The shorters know that hence their staff working overtime today.

Isn't some of the re-financing, etc. to help growth? As for the case I doubt they would have put that RNS out unless they expected the overall penalty to be reduced from $240m. The comments within the RNS are rather more open than anything that will be posted here over the next 63 hours.
