I'm a Quadrise shareholder. I see no reason that QFI would not be very happy to work with TomCo and Valkor; indeed it seems an excellent match for all parties.
I suspect that there has just been a touch of miscommunication, and someone has jumped the gun before the licensing agreement has been finalised.
I hope that can be cleared up ASAP and pen put to paper to ensure the necessary licenses are granted.
Quadrise's MSAR synthetic fuel oil tech works very well with almost any residue (even insanely viscous stuff), but AIUI, the Unita residue is sweet (low-sulphur), which is ideal for a wider array of industrial applications as you do not require sulphur scrubbers. It can also be used in marine vessels that are unscrubbed. As some of you may already know, MSAR has considerably superior environmental characteristics, in that it has full carbon burnout and lower NOx emissions than standard fuels, in addition to being much cheaper, as it does not require 'cutting' with light & expensive fuel fractions to reduce its viscosity (it flows at room temperature).
Others have linked the QFI website and official materials, which should be your first port of call. But, if you are interested, a few shareholders had the chance to visit the Quadrise Research Facility where they do RDI/development. So, this seems a fantastic development for all parties, and I hope they can get this rolling as soon as possible!
