Dan Driscoll (U.S. Army Secretary) held peace talks in Abu Dhabi between the U.S., Ukraine and Russia, as first reported by the Financial Times. Driscoll travelled to Abu Dhabi on 25 Nov 2025 to meet with a Russian delegation. He is also reported to have held talks with Ukraine’s military intelligence chief, Kyrylo Budanov. The meeting is part of a broader U.S. push to revive diplomatic efforts to end the war, including a previously drafted U.S. 28-point peace proposal, apparently now being trimmed to 19 points. The major sticking points remain: territory (especially Ukraine’s demands to restore sovereignty) and membership / relations with NATO (Ukraine’s desire vs. Russian opposition).

A Zelensky visit to the White House is still being considered. Rustem Umerov, National Security and Defense Council secretary who is part of Ukraine’s peace talks delegation, says in a statement:

“We look forward to organizing a visit of Ukraine’s President to the US at the earliest suitable date in November to complete final steps and make a deal with President Trump.”

U.S. official to Reuters:

Talks between U.S. and Ukrainian officials so far have been productive and even conclusive in some areas.

President Trump said: “I think Ukraine should hurry to accept the peace plan, this winter will be cold. Zelensky will have to approve the American plan. If he doesn’t like it, he can keep fighting. I believe you know that if he doesn’t accept it, U.S. support will be withheld. I think peace between Ukraine and Russia is coming soon.”

I held a joint call with President of France @EmmanuelMacron, Prime Minister of the United Kingdom @Keir_Starmer, and @bundeskanzler Friedrich Merz. I am grateful for their principled support for Ukraine and for all our people.

We discussed the plan for peace for Ukraine and all of Europe. We value the efforts of the United States, President Trump, and his team aimed at ending this war. We are working on the document prepared by the American side. This must be a plan that ensures a real and dignified peace.

I also informed him separately about Russia’s horrific strike on Ternopil. The Kh-101 missile that the Russian army used yesterday to hit an ordinary residential building was manufactured in 2025. It contains 175 foreign components that are still reaching Russia in circumvention of sanctions. We count on the support of the United States in restricting all such schemes. I provided Secretary Driscoll with specific data about the companies that manufacture these critical components, their countries of origin, and the components themselves.

Peace is needed, and we appreciate the efforts of President Trump and his team aimed at restoring security in Europe. Ukraine defends lives and independence thanks to the courage of our people, our unity within the state, and the assistance from our partners. The President of Ukraine has officially received from the American side a draft plan which, in the American side’s assessment, could help reinvigorate diplomacy.

The President of Ukraine outlined the fundamental principles that matter to our people, and following today’s meeting, the parties agreed to work on the plan’s provisions in a way that would bring about a just end to the war.

From the very first seconds of Russia’s invasion, Ukraine has sought peace, and we support all substantive proposals capable of bringing genuine peace closer. Since the beginning of this year, Ukraine has supported President Trump’s proposals aimed at ending the bloodshed. We are ready now, as before, to work constructively with the American side, as well as with our partners in Europe and around the world so that the outcome is peace.

In the coming days, the President of Ukraine expects to discuss with President Trump the existing diplomatic opportunities and the key points required to achieve peace.
