Being funded to Q3 does not mean sufficient funds to "execute(i.e. complete) fully execute the strategy.

That is my interpretation and unless I am proved wrong, it is what is meant.

The suggestion that funds only allow the company to accelerate the strategy

indicates that insufficient funds are available to fully implement it!!

That is clear enough, I believe.
