Stocks tumbled in early trading on Sunday, as jittery investors continued to sell off their holdings in an attempt to avoid further losses, despite regulatory efforts to stabilise the market.

The relentless bearish spell remains dominant in the market as investors found no immediate solution to the prevailing dismal market outlook.

Right from the start of the trading session, the scared investors began to dump their holdings, causing the market indices to face a massive drop after the first one and a half hours of trading.

DSEX, the key index of the Dhaka Stock Exchange (DSE), went down by more than 40 points, or 0.80 per cent, to 4,932 after one and a half hours of trading at 11:30 am.

Market experts said the investors had been suffering from a severe confidence crisis for a long time amid a depressed market outlook.

Due to the continuous market decline, many margin accounts came under forced sale, which exacerbated the index plunge.

Dr. Hossain said that the current crisis in the power and energy sector has been a result of the previous government’s wrong policy and political favoritism.

He said that there had been no exploration of natural gas since 2010, and instead, the previous Awami League government promoted gas imports.

Dr. Moazzem said that the energy and power sector needs huge reforms to overcome its current crisis.

“The Energy Policy 2004 must be reviewed and updated,” he said, adding that the growth forecast in the energy sector also needs amendment to reduce dependence on imported gas.

Echoing the view, Dr. Shamsul Alam said the government should review the plan for LNG imports, as the industry will not be able to afford the highly expensive imported gas.

“It’s really impossible for industry to survive in paying per unit gas price at Tk 70,” he said.

Power, Energy and Mineral Resources Adviser Muhammad Fouzul Kabir Khan has said they are trying to import additional liquified natural gas (LNG), adequate coal and other fuels in a bid to limit load shedding this summer.

"We will try to limit load shedding this summer. For this, we are trying to bring more LNG, sufficient coal and other fuels. Hope, we can manage it," he said.

Noting that load shedding will now remain at tolerable level, Fouzul Kabir said, "There will be no discrimination in electricity supply in rural and urban areas."

The adviser made the remarks in a seminar titled ''Energy Crisis: Way Forward' at Biddut Bhaban arranged by the Forum for Energy Reporters Bangladesh (FERB) on Saturday afternoon, April 26.

Downside risk of leaning to HFO-based power

A downside of this move is that it will derail the Power Division from its objective of reducing power subsidy by 10%, given the high cost of power produced at HFO based plants, which ranges from Tk35-45 per unit, which is three times costlier than gas and coal fired power plants.

But Bangladesh is currently under an International Monetary Fund (IMF) loan package worth $4.7 billion in seven installments, three of which Bangladesh has already received. Of the IMF's sets of conditions, reducing subsidies in the power and energy sector is a strong condition.

As part of the plan of reducing subsidy, the power division resorted to a policy of shying away from expensive oil-based power plants and as part of that move it has reduced service charges from 9.04% to 5% given on the amount of total oil import cost.

It also raised the cargo size from 15,000 tonnes to 20,000 for private oil importers to feed power plants, which many private entrepreneurs say is a deliberate policy of throwing them in a straitjacket.

According to PDB, coal-based power plants cost Tk12-13 while gas-based plants cost Tk15 and oil-fired power plants cost Tk35-45 for each unit of power generation.

Bangladesh is facing a severe gas crisis, primarily due to an insufficient supply against soaring demand.

To bridge the growing gap, the country has increasingly turned to expensive imports, draining foreign exchange reserves. This shortfall is not only stalling industrial output but also creating acute disruptions in household cooking needs, particularly in residential areas across the capital and beyond.

Experts attribute the worsening crisis to not only inadequate supply but also systemic issues such as gas theft and wastage.

According to data from Petrobangla, the state-run oil, gas and mineral corporation, daily demand currently stands at around 4,200 million cubic feet (MMcf).

However, on Sunday (20 April), only 2,696 MMcf was supplied — leaving a shortfall of approximately 1,500 MMcf.

Alarmingly, about 324 MMcf is siphoned off daily through illegal connections, resulting in substantial financial losses.

Petrobangla's 2024 report reveals that the nation’s total gas reserve is estimated at 30.13 trillion cubic feet (TCF), of which 19.5 TCF has already been consumed.

At the current rate of use, the remaining reserves are expected to last 9 to 10 years.
