Well yes but there are no caverns on IM. There is a bit of land with a hole in it. By the time all the regulatory hurdles ( if they're granted or even applied for ) and all the key enablers are in place ( Not even started ) then they're built ( 5-7 years construction time alone but JW said that so probably 20 years ), the country will be using laser beams as an energy source.
