All the permissions and enablers are either not started or not obtained and that's for Gas alone. There isn't even a commercial framework in place at industry level for Hydrogen to even look at, that's 2-4 years away at best. IM was a vehicle for JW to pay himself whilst spinning plates, lying and obliterating shareholder value , he's now got another Toy to go with his hole in the ground ( Which has charges all over it ).

Still a better option than IM Bubs, both commercially, strategically and logistically. IM is about 7-10 years away if they started today, which isn't happening.
