Hi vas, something was posted here this week that took me back to a conversation I had with Simon S a while ago. It was also touched on in the ISGW post from Chianti. Utilities largely know where they are losing money, it's not in the villages or poor built up urban areas, it is from very high usage high wealth individuals. Police, politicians, magistrates etc, the people who can least afford it actually pay, or the amounts are so small, it's not the issue. Modi is playing the card because it will always be popular with the masses is my guess. Anyhow, the target market are well placed, in excellent locations for a GPRS system, and it is implemented with absolute ease. This target market probably use hundreds even thousands of times more energy than any less well off individual with a light bulb if they are lucky. CC have known this for a very long time.
