If you subscribe to the belief that the United States has become a plutocracy, then no, the US has no desire for the countries in her backyard to prosper, and subsequently, compete with American corporations. It wants them to remain as fiefdoms, its sole purpose is the extraction of its natural resources to serve its regional hegemony.
Every country acts in its own self interest, and if your country's government is captured by the elites, then it'll naturally act in the interests of the elites. Until the interests of the elites clash and overproduction of said elites eventually leads the country into a gradual / rapid decline.
Pure speculation, but what if the real reason for the kidnapping of Maduro was really to secure Venezuelan oil resources and protect the petrodollar status?
Which is the only reason the US dollar still retains its global reserve currency status. After all, if countries of the Global South are taking steps towards de-dollarisation, replacing oil payments with their own currency and payment system, a substantial reduction in the demand for dollars will sound the death knell for the American economy. There'd be no way to finance all that government spending.
