It should be about supply and demand rather than the than number of shares. If more people want to buy a stock (demand) than sell it (supply), then the price moves up. Conversely, if more people wanted to sell a stock than buy it, there would be greater supply than demand, and the price would fall.
However, I get what you are saying, that a large percent is 'sticky'. As at 15 August 2019, 29.6% of the Company’s securities were not in public hands and that does not include the likes of me and you or anyone else holding less than 3%.

The traders who are buying and selling play their role providing liquidity for others to get in and out and keep the share exciting. Imagine if it just went to 2.5p and stopped there. Would anyone be talking about it, interested, probably not.
Will 'extraordinary news' drive the price higher? yes. But the price looks like it wants to move higher already. So while we wait for news, the technicals or chart are playing their role, as is the positive sentiment.
It currently looks very positive to me and I want to see a break back into the 2s soon.
